DISPATCH Reportage Cox's Bazar 27th Feb 2023 COVID-19 IS directly impacting the most vulnerable section of society in Bangladesh—its Rohingya refugees—a community which narrowly survived genocide in their native Myanmar, now subjected to mass displacement in the region. Combined with the impact of Cyclone Amphan and Cyclone Yaas in 2020 and 2021 respectively, Bangladesh’s constant battle with the climate crisis is well-documented. The mass displacement and persecution, however, continue to impact the largely overlooked refugee population. Approximately 1.2 million Rohingya refugees have been living in the 27 camps in two sub-districts of Cox’s Bazar district since 2017. Late last year, there were state-led actions that alarmed both humanitarian and human rights groups. The Government of Bangladesh, in December 2020, began moving Rohingya refugees from Cox’s Bazar to Bhasan Char, a secluded island without adequate healthcare infrastructure or protection against extreme weather events like severe cyclones and tidal surges. So far, more than 20,000 people have been moved, out of the planned 100,000 refugees to the low-lying silt island. Grappling with the effects of double displacement, initially from their home country and now being forcibly shifted from refugee camp to camp, coupled with the uncertainties about their legal status and insecurity over their future in their host country, the plight of the Rohingyas is a humanitarian crisis that shames humanity. Faith and Health of the Rohingya Refugees In 2020, several months of lockdown measures, put in place by the Government of Bangladesh to protect against COVID-19, led to a severe loss of livelihood for many of the country’s vulnerable and poor. In Cox’s Bazar, women-headed households, persons with disability, and elderly people have resorted to strategies that affect their health and well-being. Women and children are eating less nutritious foods and fewer meals in a day, reducing the quantities they eat. These harmful dietary practices are a result of their socio-economic conditions, especially loss of livelihoods and limited food relief during the COVID-19 crisis. It speaks of people on the brink, left to their own devices, and at the mercy of their faith. The Rohingya people are predominantly Muslim. Their community leaders are usually imams and muezzins leading prayers at mosques. As witnessed the world over, several COVID-19 conspiracies were at play. This emerged as the case with both Rohingya and Bengali communities, who turned to faith in trying and testing circumstances and in the face of uncertainty and scant information. These are usually the circumstances in which people who have lost all hope resort to religion. Rohingya refugees in Cox’s Bazar too believed that COVID-19 was a punishment and a test of their faith. Disease and health, thus, became entwined with spirituality, religion, and other spheres of life, including financial struggle. For this article, we interviewed imams, muezzins, women faith actors, and local NGOs who were instrumental in raising awareness on COVID-19 preventive strategies, surveying 100 households from both the Bangladeshi host populations and Rohingya refugees in Camps 15 and 19 in Cox’s Bazar. At the inception of the pandemic, in the throes of fear and insecurity on the ground, there were numerous conspiracies about the government in Bangladesh, just like anywhere else in the world. During Jummah prayers, religious leaders who initially supported fatalistic notions about COVID-19 virus were encouraging people to wash their hands to maintain cleanliness, and to wear masks. In the face of uncertainty and scant information in the pandemic, both Rohingya and Bengali communities turned to their faith in trying and testing circumstances. In 2020, Dhaka Ahsania Mission (DAM) set up a health outpost in Camp 19, and provided basic health services to the people living in the camps. The health staff assisted people with COVID-19-related measures and treatments. The DAM facility had referred 26 suspected cases—22 Rohingya members and 4 villagers—to the nearest hospital, where two positive cases were found amongst the Bengali villagers. The health outpost provided screenings for COVID-19 symptoms and referred them to the hospitals, while for the non-COVID-19 cases they provided treatments. As per the data provided to us by DAM, over 400 patients were treated, consisting of both Rohingya refugees and host community members. An official from DAM mentioned the following about the caseload: "As per health data, there were 367 positive cases and 10 deaths amongst Rohingyas across 32 camps. Within Camp 19, there were five positive cases in refugees and three hospital staff tested positive. Approximately 5,000 positive cases in the host community." This must be viewed within the larger context of limited facilities for testing within the camps in Cox’s Bazar. A medical doctor noted that only 25,000 had been tested so far out of 1.2 million people as of January 2021. Specifically in Camps 15 and 19, there are no sentinel sites. Courtesy of Abu Yousuf Shazid Another NGO, Dushtha Shasthya Kendra (DSK), undertook an initiative for public health messaging, generating awareness and providing timely information and discussions with around 700 Rohingya community members. They employed an interesting approach of using public speakers and microphones in the mosques, as well as door-to-door campaigns for providing information on COVID-19 preventive measures. They provided training to community and faith leaders, dispelling some of the rumours and misinformation that were rampantly spreading in these communities. With the collision of science and faith, there were interesting ways in which Rohingyas resisted and adapted to the new circumstances. From an outsider's perspective, it appeared that faith leaders were fatalistic, which percolated amongst other community members participating in our group discussions. Rohingya men and women were concerned that the elderly were susceptible because they did not remain “clean,” presumably concerning their personal hygiene. Many people shared that initially they had lots of misinformation and misbeliefs, believing COVID-19 was an act of God to punish the non-religious. Depending on who their community leaders were, such views would be either contested or encouraged, especially during prayertime. While there is a strong feeling that the pandemic is religiously ordained, a significant proportion of the people still believe it to be as a response to their sins; or nature's response to man's cruelty, or even due to a lack of belief in Islam. There were strong associations between cleanliness and the disease. Several rumours emerged about what causes COVID-19, just as it was commonly observed in countries in the Global South as well as Global North. Qualitative data indicates people received COVID-19 information through social media, public spaces like tea stalls, religious gatherings, and meetings at mosques. While there is a strong feeling that the pandemic is religiously ordained, a significant proportion of the people still believe it to be a response to their sins; or as nature's response to man's cruelty, or even due to a lack of belief in Islam . It is essential to note that these fatalist attitudes were the result of a combination of misinformation, manipulation, and inappropriate channels of information that the Rohingyas had limited access to. In the absence of large-scale humanitarian support, abandoned by their host and persecuted by their native country, the Rohingyas largely relied on their faith to tide over challenging circumstances. Hearing their stories about the painful and arduous journey from Rakhine state to Bangladesh, it is remarkable that these communities continue to thrive and survive in the face of challenging and dire circumstances. They relied on their community leaders, unelected Rohingya called “majhis,” for information and guidance to not only make this journey to Bangladesh but also manoeuvre the flailing political, administrative, and governance structures in the camps. Religious actors & women leaders With the merging of faith and public health, a key group of actors emerged as powerful and influential in changing beliefs and attitudes about COVID-19. Imams and muezzins played a crucial role in promoting healthcare in the Rohingya community, and several humanitarian NGOs relied on these religious leaders to promote preventive messages on COVID-19. Within the Bangladeshi community, the imam is a leader of the community revered for their exemplary adherence to faith. Imams in the Rohingya community play a similar role, and thus it is widely accepted that an imam’s verdict and messages about COVID-19 are sincere and trustworthy. Majhi, although originally a term used to refer to the leader who helped Rohingya refugees flee from Myanmar to Bangladesh, was also the name of the camp in-charge in Cox’s Bazar. The majhi system was initially established by the Bangladeshi authorities to manage the influx of refugees in 2017, but over the years it became an administrative position elected without participation and representation of the Rohingya communities. In effect, majhi were no longer the traditional leaders or elders of the Rohingya communities, and they neither reflected nor represented the voices, needs, and aspirations of these displaced groups. Several NGOs trained and addressed misconceptions held by the imams and muezzins and enlisted their support in delivering COVID-19 messaging during prayers. Interestingly, some imams married scientific facts with religious edicts. A Rohingya teacher said: "Lots of people live here and it is difficult to manage them. If any message and information are needed to deliver to the people, the leaders act as the main role. For NGOs and other officials, it is not possible to reach all people. The leaders also discuss different issues with the officials." Religious gatherings, especially jummah/Friday sermons called by the imam, appear to be the best source of information for the masses. A woman leader, who actively participated in the DSK NGO’s training programmes, noted that every Friday at the time of prayer, the imam discussed how we could be safe from the coronavirus. However, since women do not usually go to the mosques, those who attended the training from DSK would share what they learnt with other women near their homes. She also shared that since schools were closed due to lockdown measures in 2020, they lost out on a vital and reliable source of information. Courtesy of Abu Yousuf Shazid There were other information sources that were reported as the highly trusted and least trusted information sources for COVID-19: radios, television, posters, billboards, social media channels, and websites. People relied on social actors from both health and religious institutions, such as community health workers, majhis, imams, madrassa teachers, traditional healers, and members of the Tablighi Jamaat. Some depended on their friends, neighbours, and community health events for health-related information. Of these, community health workers and faith leaders such as majhis, imams, and madrassa teachers emerged as the top three sources of information as reported. Imams and muezzins were considered as trustworthy by the community members. Rohingya members were skeptical about messages received from posters and radio as these did not explain much of the instructions they had to follow. Many times, these were in languages—English or Bengali—they were not able to read or comprehend easily. The lack of educational and literacy programmes for Rohingya refugees is pivotal to understanding Rohingya communities. Rohingya refugees are not allowed to read and write in the local Bengali language. There are no integration programmes available for refugees in Bangladesh, particularly for the Rohingyas. Although the Rohingya language, Ruáingga, has some affinity to the Chittagonian dialect spoken in Cox’s Bazar, many refugees are unable to read and write in Bengali. The refugee members have poor literacy rates due to systemic persecution and lack educational opportunities in Myanmar, and continued negligence in Bangladesh. The access to and continuation of education for Rohingya girls is very limited. Parental attitudes towards education for girls reportedly shift once girls turn ten years old as societal norms may allow girl children to be married. With limited economic means young girls are not enrolled into education programmes run by NGOs in the camps. Their educational attainment levels are well below average after having fled genocide and war in Myanmar, a symptom of the abject exclusion of the Rohingyas from education in both host and home countries. Male teachers provided a different perspective on how religion was limited in its capacity to counter the global coronavirus pandemic. One of the teachers who was interviewed clarified that there is nothing related to COVID-19 in the Quran or Hadith, although Islam asks everyone to stay clean. He went on to reflect how teachers were “trying” to unlearn misinformation that they gathered through various mediums like social media or others. The madrassa teachers also had a role to play in the COVID-19 response. Firstly, teachers from schools or madrassas are very respected people in Rohingya society, an intellectual privilege that allows them an ease in delivering their messages. Rohingya exclusion from society, education, and other opportunities has fed into cynicism over science and outsiders, and they heavily rely on local actors and leaders whom they trust rather than external social workers. While the teachers are involved in the faith-based committee, they also have access to mobile phones which means they can access updated information. Their involvement in the training and awareness programmes has helped NGOs to build trust with refugee community members. This process has been capitalized to deliver COVID-19 preventive messages to the people, through teachers who have a unique way of perceiving and explaining scientific ideas with religion to counter misinformation amongst the people. Rohingya refugees are not allowed to read and write in the local Bengali language. There are no integration programmes available for refugees in Bangladesh particularly for the Rohingyas. Although the Rohingya language, Ruáingga, has some affinity to the Chittagonian dialect spoken in Cox’s Bazar, many refugees are unable to read and write in Bengali. Despite religious leaders being male figures, there were local women leaders who actively participated in religious activities. Although women leaders have lesser authority than their traditional male counterparts, Rohingya women can reach out to women leaders easily. Courtesy of Abu Yousuf Shazid Since women did not have access to religious and educational spaces, they were more likely to have untested misbeliefs and attitudes towards COVID-19. Some women leaders in the Rohingya communities were included in NGO training and were enlisted for house-to-house visits and providing information on COVID-19 preventive steps. However, their numbers are few—most women leaders continue to believe and share their misinformation about COVID-19. For instance, a 35-year-old female leader (name withheld) explained her understanding about the cause of COVID-19 as being an “order from God,” and that we need to keep ourselves “neat and clean” in order to prevent ourselves from being infected. They have little access to information, with limited to no educational opportunities, and are unable to voice their opinions and apprehensions in relief and awareness programmes. Such misinformation is, of course, not limited to Rohingya or Bangladeshi women. In order to stop the flow, the government, humanitarian actors, and media will have to take steps to rule out every possible rumor with scientific fact. This should be accessible and available in several languages, written and orally presented widely. This reveals the fact that women are less considered for group and organized meetings; they remain as passive receptors of information passed onto them by their husbands. This provides fertile ground for the spread of misinformation and misconceptions, often used to suppress women further in such isolating circumstances. There were physical and social barriers that determined the uptake of COVID-19 preventive messages, such as low literacy levels, cultural and linguistic differences between host and refugee communities, and no access to basic health, educational, and livelihood opportunities. Local faith and community leaders can play a vital role in addressing vaccine hesitancy and cultural biases related to vaccine uptake amongst both Bangladeshi and Rohingya communities. Since women did not have access to religious and educational spaces, they were more likely to have untested misbeliefs and attitudes towards COVID-19. Some women leaders in the Rohingya communities were included in NGO training and were enlisted for house-to-house visits and providing information on COVID-19 preventive steps. However, their numbers are few. Gender experts are also alarmed at the increased rates of domestic violence during the pandemic. There have been numerous cases of intimate partner violence against women isolated with abusive partners. Women’s responsibilities and workload were overburdened as men were barred from going out during lockdown. COVID-19 has had a huge impact on women’s rights and their access to justice. There are strict restrictions imposed on them, which became stricter during the pandemic: limited movement outside the home and adherence to follow instructions. Several rumours reported by Rohingyas were shared by a senior official from DAM NGO during a telephone interview. "Rohingya people were scared. They used to say: 'If we go to the health post, we will be sent to Bishan Char island, or we may go missing. We may even be killed.” The official interpreted these rumours as symbolic of a genuine mistrust between the health system and refugee populations. However, they reflect the harsh realities of the Rohingyas who have no one to turn to and who fear further persecution from authorities, constantly coming across government initiatives that push them further into destitution. The Future of Humanitarianism in Cox’s Bazar No country was prepared to face such a pandemic, and yet, for persecuted communities like the Rohingyas, these uncertainties and health emergencies are symptomatic of a larger phenomenon that isolates, negates, and further reproduces the injustice and unfair conflict that they have faced not only with the government authorities. Misinformation and mistrust is not a unique phenomenon to the Rohingyas but it is important to unpack why people are peddling conspiracy theories instead—lack of information, spread of disinformation campaigns on social media and the Internet, and politicians and society leaders questioning the severity of the pandemic while silencing the needs and voices of Rohingya refugees. On September 29, 2021, Mohibullah, 46, chair of the Arakan Rohingya Society for Peace and Human Rights (ARSPH), was shot and killed by unidentified gunmen in Kutupalong camp in Cox’s Bazar, Bangladesh. Several human rights and NGO workers have criticized this killing as not only silencing Rohingya voices, but also refusing to have a dialogue with the refugees for their safe future, either in Bangladesh or in a safe return to Myanmar. Many believe that the non-state actor Arakan Rohingya Salvation Army (ARSA), an armed group present in the camp, is responsible for this violent and gruesome murder. With disarray in camps and limited resources from humanitarian actors, violence has become rampant, resulting in murders and abductions. It is the responsibility of government authorities to ensure the protection of people in the camps, including refugees, activists, and humanitarian workers from both the Rohingya and local community, many of whom have shared concerns about their safety. Any humanitarian effort should build on an understanding of the underlying drivers of conflict, violence, and issues affecting social cohesion within the local Bangladeshi communities in Cox’s Bazar. Social cohesion factors such as a sense of social or group identity, sense of community, and attachment to place can be important adaptation drivers when considering how populations respond to public health and other crises. These factors, together with community-based leadership, including faith-based leadership, can play an important role in the development and increasing social bonds central to Rohingya capacities when confronting COVID-19 and a range of other hazards. Mapping out power relations and structures within and beyond the Rohingya community could help meaningfully engage with the persecuted minority. The battle for citizenship and statehood for Rohingyas is long and dates to colonial history and negligence by Burmese authorities. While these groups await their uncertain future, it is the responsibility and mandate of neighbouring countries like India and Bangladesh to be proactive and participatory in their approaches to the needs of this population. Descendants of enslaved and indentured labourers cultivated life amidst the ruins of climate catastrophe in nineteenth-century Mauritius. Sabrina Tirvengadum Sugar Cane (2023) Archival images, collage, digital painting and generative AI Gardening at the End of the World Mauritius shot up from beneath the waters of the Indian Ocean in a volcanic eruption eight million years ago. As the lava cooled and became rock, rain fell into the cracks, forming streams and rivers that ran down to the sea. The water fed forests that crept up the island’s young mountains. Before long, an unbroken chain of dense evergreen forest extended across the land. For eight million years, these trees sheltered a dense flourishing of life. The largest among them towered to seventy feet, suspended above the younger trees and the undergrowth. Bright pigeons and parakeets studded the canopy, ferns, flowers, and fungi abounded in the understorey, and, where the forest thinned, a community of giant tortoises grazed on the long grass. By the late nineteenth century, Mauritius was a byword for ecological disappearance. It began three centuries earlier, when Dutch colonists—the island’s first, known human inhabitants—began clearing the lowland forest for lumber. The colonists massacred the giant tortoises for the small deposits of fat on their backs, and introduced goats, pigs, and dogs, which devastated the indigenous plant and animal life. Within a century of Dutch arrival, the island’s tortoises and large birds were all either rare or extinct. Wild cattle fled from the settled areas, and the forests were overrun by millions of rats. But the destruction wasn’t complete until the arrival of sugar. Under French and British rule (1715-1810 and 1810-1968 respectively), the island was transformed into an enormous sugar factory; by 1840, all other large-scale cultivation had been abandoned. This, in turn, exposed Mauritius to an economic logic of growth at all costs. When sugar prices plummeted in the nineteenth century, the island was pressured to export ever greater quantities of sugar to sustain the colonial economy. The consequences were etched across the island’s landscape: massive deforestation, spiralling species loss, and ever larger sugar mills belching thick smoke into the air. By 1880, 43% of the entire island had been converted into canefields, and 80% of native tree cover had been lost. The result of these changes can only be described as a climate catastrophe. In precolonial Mauritius, a rich variety of forest life protected the island ecology from cyclones and fluctuating rains. Palm forests kept the low coastlands cool and humid, while mountain woods slowed the flow of rainwater and absorbed moisture into the subsoil. Colonial deforestation permanently altered the island’s climate. As the air grew hotter and drier, springs and rivulets near the coast disappeared. The few remaining coastal evergreens died, unable to adapt to the changed climate. Large quantities of water, previously retained in the highland forests, flowed directly into the sea during the annual rains. This, in turn, left the island exposed to fluctuations in annual rainfall: swamps, rivers, and streams dried up after a shortfall in the monsoon, while flash floods struck with grim regularity. Malarial mosquitoes, unknown on the island before 1860 , found a natural home amongst its stagnant marshes and congested plantation canals. By the turn of the twentieth century, malaria was endemic to Mauritius. This is a story about what comes after disappearance. It follows a little — known environmental struggle waged between Mauritius’ sugar capitalists, colonial scientists, and the island’s African- and Indian-descended working population. Faced with an increasingly volatile natural environment in the nineteenth century, the Mauritian sugar industry argued that the only way to keep the island from total ruination was to continue producing sugar, in ever larger quantities, for greater profit. Colonial officials, armed with growing meteorological data and population statistics, were all too aware of the ecological disaster threatened by sugar production. Yet at the same time, they accepted the argument — advanced by the powerful Mauritian sugar lobby—that the island’s survival was impossible without a flourishing sugar industry. To address this predicament, the colonial government turned to scientists working at the island’s botanical gardens and weather stations. Fusing imperial power with environmental science, it embraced early forms of geoengineering and climate adaptation, in an effort to stabilise the Mauritian plantation economy and protect it from the island’s precarious climate. For both the government scientists and the sugar industry, Mauritius was a site of experimentation—the question was how life, and the profits that depended on it, could be made to endure following the disappearance of the island’s indigenous ecology. But beyond the interests of state and capital, Mauritian working people had their own ideas about how to organise their lives in relation to the island’s disturbed ecologies. As the descendants of Africans and Indians shipped to Mauritius under brutal systems of slavery and indentureship, they held onto their own knowledge about the land, while cultivating seeds smuggled across the Indian Ocean by their predecessors. With these tools, Afro- and Indo-Mauritians in the nineteenth century sought out a future beyond the sugar estates and colonial environmental control. At the heart of the struggle lay a simple question: was life—human and non-human—condemned to simply endure the devastation of the natural world, or was it possible to cultivate something more than survival? On the Walk by Sabrina Tirvengadum Like today’s global climate crisis, the burden of Mauritius’ volatile ecology fell unevenly among the island’s inhabitants. Worst affected by far was the labouring population of the sugar plantations. For over a century, men, women, and children kidnapped in Madagascar and East Africa were sold into slavery on the Mauritian plantations; at its height in 1817, the enslaved population was 79,494—more than 80% of the total population of the island. Then, when slavery was abolished in 1835 , the former slave owners turned to a new source of bound, racialised labour: indentured workers, recruited in rural areas of north and south India under contracts granting free passage to Mauritius in exchange for five years of labour on the sugar estates. Indentureship sat somewhere between slavery and free labour: while only bound for a fixed period, indentured labourers inherited the former slave barracks, took the place of the enslaved in the canefields, and suffered the same daily humiliations at the hands of the white overseers. The enslaved and the indentured were on the frontlines of the transformation of Mauritius’ landscape. The labourers hacked away swathes of ancient forest at the orders of the overseers. They hauled the black volcanic rocks that scattered the island into neat rows marking the canefield boundaries. And they cultivated the fields with their bare hands: weeding, planting, and shovelling during the rainy season, and in the dry season, enduring long, exhausting days cutting cane and transporting it back to the sugar mill. At night, the canecutters slept in overcrowded huts, in dwelling areas shared with the plantation livestock, alongside the rats, scorpions, and snakes who were attracted to the sweetness of the canefields. Malaria, yellow fever, and cholera proliferated near the densely packed, unventilated huts. When epidemics hit the island, the enslaved and the indentured were the first to die. The sugar industry, in collusion with the colonial authorities, did everything in its power to keep the island’s working population bound to the canefields. Armed patrols scoured the island for maroons (runaway slaves). The colonial government paid a reward for the severed hands of dead maroons, while French law stipulated that captured runaways were to have their ears cut off. Even after the end of slavery, indentureship perpetuated the island’s system of racial control. Under the indenture contract, workers were banned from leaving the plantation without written permission from the estate manager. Discriminatory pass laws forced Indo-Mauritians to carry identity cards showing their occupation and residence; those without evidence of employment were arrested and imprisoned at the vagrant depot, before being re-indentured on a sugar estate for a year. Local police conducted weekly ‘vagrant hunts’, sweeping across the countryside and apprehending every Indo-Mauritian they found. Throughout two centuries of slavery and indentureship, the ultimate goal of the planters remained the same: to keep the plantation workforce ‘attached to the soil’ (a phrase often repeated by colonial officials), at the frontline of the colony’s environmental collapse. On 14 June 1886, Dr John Horne, director of Mauritius’ renowned botanical gardens, wrote to the Colonial Office in London on an “urgent” matter of “great importance.” Twelve months earlier, Dr Horne had returned to the island to reports from forest rangers about an infestation of what they called “the cuscuta creeper.” Cuscuta reflexa— or dodder, its English vernacular name—is a parasitic creeper plant native to India. It propagates from seeds dropped on the ground, which produce a threadlike yellow stem that gropes for assistance from any nearby plant. Contact made, the stem twines itself around its host, sinking tiny suckers into its flesh and stealing its nutrients. In this manner, the creeper grows up to six inches a day, quickly smothering its host. The creeper had never been seen in Mauritius, but now it was spreading quickly through the island’s forests and scrubland. Younger trees and shrubs were killed, unable to sustain the parasite during the worst drought in a generation. Older trees were soon garlanded with a thousand tiny threads, each studded with small, bell-shaped white flowers with bright yellow filaments. In his letter, Dr Horne pleaded for information from India about the creeper, and how to destroy it. Horne’s desperation was a product of the surprisingly long history of climate science and environmental policy in Mauritius. As early as 1645 , Dutch colonists fretted about the rate of deforestation, and enacted laws to curb the pigs and dogs which were ravaging the island. Under French rule, the colonial administration was heavily influenced by a school of scientists known as ‘desiccationists’, who argued that drought was caused by deforestation. The result was a series of forest reserves and laws restricting deforestation in the interior—some of the world’s earliest conservation measures aimed explicitly at climate change. In the second half of the nineteenth century, after a series of devastating droughts, floods and epidemics, these environmental policies intensified. The government pursued the creation of new forests along the island’s denuded mountains and rivers, spending millions of rupees purchasing land for reforestation from abandoned sugar estates. These they handed to Dr Horne, who cultivated the land with saplings taken from his botanical gardens. This is the context for Dr Horne’s urgency regarding the “ cuscuta creeper.” Fearing the destruction of his saplings by the parasite, Dr Horne successfully lobbied the colonial government for a law ordering its total eradication. In starkly martial language, the botanist mobilised his forest rangers to carry out an eradication order, advocating “attacking it in force, at one time, at all the places where it is growing.” But the creeper was not acting alone. As Dr Horne wrote to the Colonial Office, men, women, and children from the Indo-Mauritian community were intentionally spreading the parasite. They carried portions of the plant wherever they went, Horne reported, throwing it on trees and shrubs and allowing it to propagate. A year after it was first detected by the forest rangers, the creeper grew conspicuously in the bushes surrounding Indian villages and plantation tenements alike. To those spreading it, the creeper was not cuscuta reflexa or dodder, but akashbel or kodiyagundal (its Bhojpuri and Tamil name respectively). In the healing traditions of the rural recruiting heartlands, the plant was recognised for its medicinal properties, its stem ground into a paste as a treatment for rheumatism, and its juice used as an antiseptic. In Mauritius, indentured workers also fed the creeper to the goats and cows which lived around their dwellings, who were, according to Horne, “very fond of it.” If, to the state, the creeper was a parasite threatening the colonial management of the landscape, to the Indian-born estate workers, it was a valuable companion in the struggle for survival. From the earliest days of slavery, plantation labourers turned to the land as a means of collective nourishment. On provision grounds—patches of marginal plantation land used by enslaved workers for food cultivation—the enslaved adapted familiar farming practices to the Mauritian soil in order to grow the basic foodstuff that kept them alive. Indentured labourers inherited the provision grounds, to which they introduced seeds and cuttings carried in their jahaji bundles (ships belongings), from flowers and fruiting trees to vines and root vegetables. These they cultivated with great care in the early hours of the morning, before setting off for the canefields with their cutlass and hoe. Already by 1845, colonists complained that indentured labourers were spending all of their time “cultivating fruits and flowers” at the expense of the sugar estates. This ecological knowledge formed the first foundation of a life independent of the plantations. In the eighteenth century, maroon communities emerged in the forests to the southeast of the island, where the dense tangle of undergrowth formed a natural refuge from the colonial state. After emancipation, the majority of formerly enslaved workers left the plantations, squatting on the slopes of the island’s mountains and cultivating fruit and vegetables for the market in Port Louis. They put their familiarity with the landscape to use, foraging in the diminishing forest and scrubland for tamarind, ginger, and Mauritian raspberries, gathered by women and children and sold in the bazaar. Fruit by Sabrina Tirvengadum This pattern continued with indentureship. Upon the expiry of their indenture contract, “old immigrants,” as they were known, could either sign a new contract to remain on the plantation, or leave. Of those who left, thousands used the savings they had eked out on the plantation to purchase land, either from the sugar estates or from older Afro-Mauritian gardeners. Tentatively at first, but then in ever-increasing numbers, formerly indentured workers moved beyond the sugar estates and settled in the margins of the countryside. By the 1870s, their market gardens covered the hillsides of the Mauritian interior. These gardens cultivated a precious degree of independence amidst the colony’s steep racial hierarchies. Post-emancipation, they offered respite from the horrors of enforced labour, and an altogether different manner of working. Local magistrates reporting on the formerly enslaved population complained that Afro-Mauritians failed to cultivate their land in a suitably acquisitive manner. “They work to procure the immediate necessities of life,” one criticised, “and do not show any desire to increase their property.” The magistrates accused the gardeners of failing to treat agricultural work as an end in itself, rather than merely the means to secure a comfortable existence. “These people of African origin,” another wrote, “live…in the enjoyment of undisturbed repose, which they seem to think…is due to them for the labour and miseries endured during the period of slavery.” But the gardens also formed a more direct retaliation to the ecological devastation of the sugar estates, through the plants themselves. It is difficult to know exactly what was grown on these nineteenth-century garden plots. Unlike the sugar mills, whose ruined stacks still scatter the Mauritian landscape, the small garden patches left hardly any trace, except for what lies buried beneath layers of sediment. The archives of the colonial state offer little more: market gardeners were rarely an object of concern for imperial administrators, and when they were, it was usually in exceptional circumstances irrelevant to their cultivation of the soil. Occasionally, though, we are offered a glimpse, not through testimony itself, but in the form of large compendiums of the island’s flora, compiled and published by colonial botanists in the late nineteenth century. I found one of these while researching in the archives of Kew Gardens in London. It was published in 1886, making it one of the earliest written accounts of the Mauritian gardens. In the compendium, long lists of towering trees, hardy shrubs, fruiting vines and colourful flowers are printed alongside tantalising off-hand comments noting their presence in the hillside gardens. Little more is written. The plants, however, offer their own testimony. Some of them—mangoes, areca palms, bitter gourd, turmeric, and coriander—will have been grown from seeds brought by the indentured from India. Many, however, were products of the plantation world. Pigeon pea— ambredade in Mauritian Creole—a legume used as a rotation crop in the canefields and adopted by Mauritian gardeners as a multi-purpose hedgerow, abounded on abandoned plantations, from which the gardeners likely took cuttings. Shorter term cash crops were planted alongside subsistence provisions, decorative flowers, and medicinal herbs; small patches of sugarcane next to trees that took half a generation to yield fruit. This was an agricultural model far better suited to Mauritius than the factory-like system of the sugar plantations, with its reliance on a single, volatile cash crop. Many of the indentured had been gardeners in their homeland; all would have been familiar with the monsoon rhythms of the Indian Ocean world. Like the intercropping system of northern India, the sheer diversity of the Mauritian market gardens enabled some degree of protection from crop failures and monsoon fluctuations, with overlapping harvests taking place throughout the year. But the gardens were also a divergence from the reforestation projects with which the colonial state responded to Mauritius’ environmental collapse. The government reforestation projects envisioned trees as instruments of geoengineering. By keeping temperatures down, increasing humidity and retaining rainwater, the new forests would stabilise the island’s climate, and keep aridity—the colonial scientists’ great fear—at bay. In this plan, trees were a technological fix that could stabilise and preserve plantation production and enable the colonial order it underpinned to endure ecological catastrophe. The scientists and imperial bureaucrats behind reforestation did not challenge the dominance of the plantations, nor the conditions for life they had produced in Mauritius; in fact, by obstructing rural foragers’ access to the forests, they hampered a vital means of existence outside the orbit of the estates. The gardens, on the other hand, formed a deliberate alternative to the sugar estates, in which cultivation exceeded the ambition of enduring a fragile present. The plants themselves, carefully recorded in the botanical compendium, were suspended across multiple temporalities. Some were animated by memories of familiar landscapes and habits, transposed across the Indian Ocean: banyan and peepal trees planted next to makeshift plantation temples; turmeric, neem, and mango cultivated in the gardens, and used in rituals marking births, deaths, and marriages. Others responded to present needs: medicinal herbs from the Ayurveda, Siddha, and Unani-tibb healing traditions were grown in the gardens, and used to give comfort to aching bodies; market crops provided much-needed cash for families; cannabis ( gandia ) was planted, and smoked among friends at dusk beside their dwellings. Others still corresponded to desires for a relatively distant future: trees that would not fruit for half a generation, whose shade would shelter the grandchildren of their cultivators. Taken together, these plants suggest the cultivation of not only endurance in a damaged land, but also a degree of collective spiritual and material comfort. The plants, and the garden patches on which they were grown, embodied the idea that this landscape could be something more than a mechanism for profit: that life could survive in the ruins and that land could sustain something like home. To the sugar estates, the sale of land to former plantation labourers was a useful opportunity to cede uncultivated fields in return for much-needed cash during a protracted slump in the sugar market. Plots were kept as small as possible, to ensure that cultivators were not entirely independent of occasional plantation labour. Meanwhile, the colonial authorities treated the early gardeners with outright hostility. During the brutal anti-Indian vagrant hunts of the 1860s and 1870s, secluded communities of gardeners became a sanctuary for vulnerable Indo-Mauritians, particularly plantation deserters and the unemployed. In retaliation, the colonial police incessantly targeted areas of small-scale cultivation, described in government reports as “the resorts of vagrants, thieves, and other bad characters.” Government scientists deployed race science to blame high mortality rates on Indian-born cultivators, proposing limits to immigration and forced repatriation as a measure against disease. Local magistrates monitored the size of garden plots; where they determined that the plots were too small to sustain a living, the cultivators were declared vagrants and sent to the vagrant depot, resulting in a year’s re-indenture. Even beyond the colony’s political conditions, gardening was a hard life. The garden patches were exposed to flooding and drought, unlike the irrigated, dammed plantation lands. During the worst droughts, gardeners abandoned their plots and returned to the sugar estates in their thousands. Often the plots were on malarial land unwanted by estate managers. There was no assistance from the state in the face of disaster. When, in 1892, a cyclone tore through the island, leaving 50,000 homeless and devastating the exposed garden plots, the only government assistance consisted of four days of rice rations and state employment at one rupee a day. Meanwhile, the government advanced generous disaster relief loans to the sugar estates, enabling damaged mills to be not only swiftly repaired, but also enlarged and improved. Yet, throughout the nineteenth century, Indo- and Afro-Mauritians poured their labour and resources into garden plots and the compromised, partial freedom they offered, turning their enforced intimacy with the nonhuman landscape into a means of survival and nourishment. It was, to them, worth it. The sugar plantations, colonial reforestation projects, and the garden plots: each offered a different response to the devastation of Mauritius’ indigenous ecology. The plantations followed a logic of production at all costs; as the economic mainstay of the colony, the sugar planters argued that they alone stood against the total ruin of the island. Their response to the growing ecological vulnerability was to seek new ways to overcome environmental limits and convert more of the natural world into a mechanism for profit: importing high-yielding cane cultivars, building bigger sugar factories, and experimenting with new chemical fertilisers. It was, quite literally, the end of time: the replacement of seasonality and organic time with the flat production cycle of a single cash crop. Dr John Horne’s “tree plantations,” as he called the reforestation scheme, were ultimately no different. Sugar was the impetus for reforestation. Influenced by the powerful Mauritian sugar lobby, which directly funded many of their activities, colonial scientists conceived of the island as a closed system—a series of zones of experimentation and production in which the forests were maintained to feed the canefields with moisture. The leading proponents of tree planting were adamant, in the words of the island’s foremost meteorologist Charles Meldrum, that “every inch of land that can be spared should be devoted to agriculture [meaning sugarcane], which is the mainstay of the colony.” They saw no life without the plantation, and no world beyond sugar. Set against this essential nihilism, the gardens represented a choice about how to organise life in the ruins of ecological disturbance. The plants connected with a past that exceeded the plantation; their cultivation suggested a future beyond survival in the dead-end present. By 1889, akashbel —the cuscuta creeper—had won. Forest rangers reported its presence everywhere from the coastal lowlands to the heights of the interior. Dr John Horne abandoned his efforts to stamp out the parasite. Two years later, he left the island and returned to Britain. Today, the creeper can still be found in Mauritius, in almost the exact same locations mentioned in Dr Horne’s letter to the Colonial Office almost 140 years ago. As another climate catastrophe looms over the island, the yellow threads that appear sporadically in its trees and shrubs are a reminder of an earlier generation—a generation who, after the horrors of slavery and indentureship, and in the midst of ecological disaster, saw not the end of this world, but the beginning of the next one. ∎ SUB-HEAD Add paragraph text. CONSIDER THE militant who wakes up exhausted. Every day and night in the streets, perhaps marching back and forth with painful restraint, perhaps building barricades in spontaneous moments of affinity with those whose rapid “learning processes” have demonstrated the rationality of slowing and obstructing the police. Sore muscles the next day arguing in meetings and studying the classics for guidance. Despair at the emptying of the streets, the guilty capitulation to apathy, and the devastating disintegration of the organization. Consider what intervenes between politics as event: the knocking of doors, the apocalyptically slow process of persuasion, the daily strain to survive one’s own declining fortunes, the sheer emotional intensity of attempting to maintain fidelity and hope in the empty and seemingly endless interval. We know such exhaustions. Alongside these exhaustions which punctuate the lives of those who have dedicated themselves to politics at an everyday, grassroots level, the residents of the United States as a whole seem to have entered a state of exhaustion. It is in no small part provoked by the series of drastic political shifts that are marked by the fluctuating fortunes of the parliamentary system and its parties, parallel to the ebb and flow of social movements outside state boundaries. This exhaustion seems to be a broad phenomenon—caused by an affective investment in the outcomes of elections and the trajectory of social movements. But in fact, we must think of exhaustion in a different, highly specific way if we are to understand its contemporary political centrality. Exhaustion, in fact, has something like the status of a historical condition, a status that is a consequence of the termination of emancipatory politics. In this sense, exhaustion shifts from the moment which marks the termination of a political sequence to what appears to be the very impossibility of politics. Contrary to the popular opinion which dictates that “everything is political,” politics is not always taking place—politics, by which I mean specifically emancipatory politics, is an exceptional phenomenon. It does not happen with frequency. Just as it has to appear, it also fades away. Exhaustion shifts from the moment which marks the termination of a political sequence to what appears to be the very impossibility of politics. Of course, to understand any of this, we have to specify what politics means in the first place. In embarking on this task for the present moment, I want to pay tribute to two comrades who left us last year: the Congolese philosopher Ernest Wamba-dia-Wamba, and the Italian Communist Rossana Rossanda. Together they help think through the questions the militant faces in every moment of political action, even in what seem to be unremarkable and everyday practices: what is an emancipatory politics? What allows it to take place—and equally, what prevents it? The problem of emancipation animates the whole history of politics and political thought—but somehow, its place in our thinking and its relationship to social analysis often remains obscure. This slipperiness of emancipation presents a crisis for political thinking today. It is not difficult to see that a resurgence of authoritarian populism, the breakdown of the existing political system, and the approach of ecological apocalypse, all require concerted and creative theoretical efforts. But alongside the catastrophe of the present is the parallel emergence and disappearance of unexpected social movements—like those that recently peaked in the extraordinary mobilizations against racism and police violence. Our capacity to theorize our reality will be limited by our ability to formulate a vantage point of emancipation. This vantage point is not one which we could step out of history to assume, but rather is one which appears in particular moments, and ultimately recedes. We also cannot simply take contingent aspects of any particular social movement to represent the intrinsic characteristics of emancipation. Horizontalist forms of organization, for example, though there is certainly no reason to dismiss them out of hand, nevertheless do not automatically guarantee a movement’s emancipatory character. It is possible for such organizational practices to foster broad and egalitarian popular participation, in a way that appears to “prefigure” an emancipated society. But it is just as possible that they will devolve into proceduralism, endless meetings, debilitating indecision, and the reassertion of the same old hierarchies and stratifications that characterize existing society. In this sense, perhaps counterintuitively, instead of embracing specific forms of movement democracy as good in themselves—which, more often than not, brings us back to abstract and ahistorical norms—we have to situate them within political sequences. It is within these sequences, and only within these sequences, that they take on a political meaning. Our capacity to theorize our reality will be limited by our ability to formulate a vantage point of emancipation. Such a vantage point of emancipation is different from any social analysis that serves as a guarantee for a particular political program. In my book, Mistaken Identity: Race and Class in the Age of Trump , I declined, much to the chagrin of certain critics, to explain the relation between the categories, now so frequently paired, of “race and class.” It seemed to me that to describe the relationship between two abstractions—which are only articulated in concrete and specific historical circumstances—would be a logical error. Instead, I concerned myself with the articulation of struggles against racial domination and class exploitation in emancipatory social movements. I briefly alluded to the vast literature on the social and historical construction of race, and at the same time, in archival work on the history of the 19th and 20th century workers’ movements for Viewpoint Magazine , I attempted to describe the social and historical construction of class, by reviving the method of “class composition.” At the time, it seemed to me that the erasure of class in “identity politics” had neutralized the revolutionary character of movements against racial domination. Since then I have been reminded that struggles founded on class can also be neutralized, as the history of the workers’ movement makes clear. It seems to me now that emancipation is foreclosed by any foundation, whether “identitarian” or “materialist,” and that the axes of political struggle cannot be aligned by an empiricist social analysis, but only from the vantage point of emancipation. I have further been led to understand that my description of the depoliticized moment of the present requires further explanation. I do not mean neutralization as the search for an already neutral domain, or the evasion of conflict, as in the canonical account of Carl Schmitt. His diagnosis of “the age of neutralizations and depoliticizations” is grounded in a general theory of “the political,” while I am concerned with the singular events of “politics.” My theory ends up diametrically opposite to the jurist. What I mean by neutralization is a force which renders opposition ineffective. It is distinct from the potentially moralistic idea of co-optation, which presumes some authentic belonging of the object. Opposition is neutralized not through appropriation, but through the formulation of an effective reactant and the transformation of each element into a new compound. Neutralization is restricted, while depoliticization is expansive. Neutralization comes from the top. It contains and redirects opposition into the harmonious diversity of the system. Exhaustion, then, is part of a constellation that includes neutralization and depoliticization. In order to distinguish this theory from preceding accounts of neutralization and depoliticization, it will be at the center of our inquiry. Emancipation Ernest Wamba-dia-Wamba’s work is not widely known in the “West,” despite the important influence he had at University of Dar es Salaam in Tanzania and the Council for the Development of Social Science Research in Africa in Senegal. His writings form part of an essential global dialogue on emancipatory politics. Wamba offers an indispensable statement on emancipation in his discussion of Lenin’s proposition that politics happens “under condition”: The political attitude is not accommodating; the state of affairs in the world does not have to remain so because it is so. People may live differently than they live. Politics is not expressed through the spontaneous consciousness. It is an active prescriptive relationship with reality and not a reflection or representation in consciousness of invariant structures (economic structure or level of development or the state). Politics is a creative invention. Let us do something about the situation! characterizes a political attitude. And so Wamba beautifully condenses a number of points on which to elaborate. Wamba emphasizes, drawing on Sylvain Lazarus, that “people think,” and that without this point of departure we inevitably end up in an elitist politics. Consequently there is a sense in which politics is thought—but thought is not, in some dualist framework, separate from reality. People’s thought is part of reality, and this is a materialist and egalitarian proposition. It rejects the idealist and elitist notions that “theory” is disconnected from people’s thought, and that only the party or the state can think. Emancipatory politics, then, based as it is on the “active prescriptive relationship with reality,” is not the expression of a social foundation. And because it starts from the premise of people’s equal capacity for thought, it is a mass politics—not a populist politics in the sense of “the people,” but simply generic “people.” Because emancipatory politics starts from the premise of people’s equal capacity for thought, it is a mass politics. Not a populist politics in the sense of “the people,” but simply generic “people.” But even once we have affirmed that people think, we are forced to reckon with the fact that something is not always being done about the situation. In other words: is politics always happening? Wamba notes that the existence of a social movement does not automatically imply the existence of politics; the latter requires a “subjective break,” the development of an antagonism to the whole political order which “is revealed through militant forms of thought… and not through the movement of history.” Thus Wamba argues: Emancipative politics does not always exist; when it does, it exists under conditions. It is, thus, precarious, and sequential: it unfolds until its conditions of subjective break disappear. When people lose the consciousness of subjective break by ceasing to be involved in political processes, emancipative politics disappears. The completion of a sequence of progressive politics does not lead automatically to another. In the absence of emancipative politics, the state problematic or the imperialist influence prevails in the treatment of matters of politics. To reduce every political capacity to a state capacity is to abscond from politics. Politics is not the political order of institutions. This much is already determined by the affirmation of people’s thought. But just as significantly, it does not always exist. When it does, it appears in sequences with a beginning and an end, and advances categories specific to its situation. But there are also modes of politics which are not emancipatory: the single-party, party-state model of state socialism, and the multi-party parliamentary mode. Let us put the term “democracy” in suspension for the moment, because the equation of democracy with multi-partyism and parliamentarianism naturally absorbs it into the state. “The multiparty system is a form of the state and not independent of or antagonistic to it,” Wamba writes. “Legal and constitutional dimensions, separation of powers, recognition of freedoms of association, expression, religion, etc., are structural traits of the state. They do not identify a mode of politics which has to be grasped through its subjective dimension.” Politics is not the political order of institutions. This much is already determined by the affirmation of people’s thought. But just as significantly, it does not always exist. In other words, politics in parliamentarism is reduced to voting. But it is only from the viewpoint of mass organization, Wamba proposes, that it is possible to speak of movements for democracy in Africa. The imposition of Western models of liberal democracy continues a fundamentally colonial relation which does not reflect the capacity of African people to constitute their own politics. “What are the conditions in Africa,” Wamba asks, “for emancipatory politics to exist?” He adds: Our starting point must be: in Africa too, people think and this is the sole material basis of politics. We must investigate the internal content of what they actually think. It is through an analysis of these forms of consciousness that we will grasp the forms of political consciousness characterizing the antagonism with the existing overall socio-political order. To fail in this task would be to “abscond from politics, reducing politics to a state capacity.” This, then, is our basic framework for understanding depoliticization. In line with Wamba’s reasoning, Michael Neocosmos provides important developments in his aptly named Thinking Freedom in Africa . Depoliticization is “the inability to maintain an affirmation of purely subjective politics” when “state politics reassert themselves because of the gradual linking of politics to social categories.” This problem, Neocosmos elaborates, is tangled up with the rare and sequential character of politics. How do we understand a political sequence? Along these lines, Neocosmos proposes, the end of the national liberation sequence in Africa 1960-75 need not be understood in terms of the “failure of nationalism” but as “the saturation of the politics of national liberation and their gradual exhaustion as pure politics.” Conventional wisdom on historical revolutionary sequences of the 20th century revolves around a fundamental, flawed dichotomy: either the beautiful soul which remains unsullied by their dark side, or the sensible pragmatist who understands that every attempt to change the world ends in disaster. But one can both reject the nihilistic conclusion that no politics ever took place in a completed political sequence, and understand the consequences of the end of the sequence in terms of the risk of depoliticization. This is a pervasive problem which we encounter with the exhaustion of the great political sequences of the 20th century, even of the great socialist revolutions. This is how exhaustion becomes a historical condition and results in what we described above as the seeming impossibility of politics. The sequence of revolution which stretched across Eastern Europe, Africa, Asia, and Latin America in the 20th century proposed not only the overturning of the existing societies but also the transitional processes of socialist construction which would yield an entirely new kind of world beyond capitalism. But now we are in no such historical phase—and the affective experience of exhaustion is tied to this condition. Nowadays, everywhere, there are attempts to disavow histories of the attempts to construct societies beyond capitalism—often with the easy narrative of “totalitarianism.” Such views simply repeat a traditional kind of fear of the masses which sees every collective body as a threat of mob conformism. This worldview seeks to defend representative, but essentially oligarchic institutions in which the educated elite protects a formal democracy which conceals the real dictatorship of capital. Anti-democratic views of this kind are in fact at the center of the dominant “democratic” ideologies which accuse every attempt to change the world of being fundamentally “totalitarian.” Theories of the political mired in this oligarchic sensibility, even if they appear on the left—such as it exists today—ultimately rely on teleological conceptions of history. Unable to comprehend the novel political declarations and actions which gave rise to the historical revolutionary sequences, they also cannot allow for the rare and exceptional emergence of politics in the present. Exhaustion, in this sense, is understood through what Lazarus has called the “method of saturation”: affirming that politics “took place,” while also noting that its existing categories and sites, which constituted a “historical mode of politics” have come to an end. In particular, we have to grapple with the saturation of the long sequence of the 20th century revolutions which revolved around the revolutionary working-class party seizing the state. These are the conditions of depoliticization. But one need not lay blame on the historical figures who frequently reached a scale of human achievement unimaginable to us, to simply recognize that emancipatory politics is precarious and sequential. Exhaustion How does the condition of exhaustion operate on the concrete level of movements and the state? Here we can follow our second departed comrade, Rossana Rossanda of il manifesto , the dissident group pushed out of the Italian Communist Party in 1969. In 1983, reflecting on the long, turbulent sequence of political upheaval in Italy of at least the preceding two decades Rossanda identified two fundamental political problems: the dissipation of social movements outside the state, and the consequences of left-wing parties attempting to enter the state. Of course, the situation in Italy, characterized by perpetual strikes and a mass Communist Party approaching the seat of power, is not the same as the ones we know in the United States. Nevertheless, the juxtaposition of the rise and fall of the Bernie Sanders campaign and the mass protests against police violence demonstrates the ongoing salience of Rossanda’s reflections. The Sanders campaign, of course, attempted to pursue a social-democratic program within the parameters of the bourgeois state— subsequently followed by the eruption of social movements outside the state. This dynamic, even if in a drastically different form and context, sheds light on the problem of the relationship between party and movement—or to put it another way, between the political (parliamentary) forms of the existing state and the social (extraparliamentary) basis of autonomous mobilization. For Rossanda, in the aftermath of the crest of the European workers’ movement the very form of the party, manifested in the Communist Parties, was in crisis. Already in 1968, from Paris to Beijing “the party-form was put into question” in no small part by the independent initiatives of workers. This occurred without the guidance of parties and unions, and alongside an unprecedented level of protest by youth and students which had an uneven but frequently fecund relationship with factory struggles. This crisis of the party-form was a critique of its fundamental political model; it was, Rossanda wrote, “the refusal of any delegation of power, whether it be a party or state, henceforth treated as ‘other’ in relation to the new subjectivity of these social agents.” During this particular crisis, the working class was engaged in the “refusal of work” rather than following the lead of unions in pursuing a minimal program of delegating the negotiation of new contracts to the labor bureaucracy. The student movements, meanwhile, helped realize the potential of the workers’ movement to pursue an independent path by advocating for autonomy and cultural transformation. The process of getting these votes within the limits of the existing political system determines the party’s framework and ideology, and this takes priority over the political demands of its working-class political base. But while the “new social movements” outside the party provided a vitality to the independent movements of the workers, they also relied on the mass organization of the working class that was inextricable from the political party, even if the latter operated as a force of containment. This contradictory relationship, also witnessed in the May 1968 revolt in France, was exacerbated when the parties confronted the implications, throughout the 1970s, of actually entering into the capitalist state. What could they achieve within the very bourgeois form not only of the political party itself, but parliamentary politics as a whole? Rossanda pointed to the simple fact that in Western societies representative democracy is a structure within which parties must attempt to get votes. The process of getting these votes within the limits of the existing political system determines the party’s framework and ideology, and this takes priority over the demands of its working-class political base. For this reason, whatever tactical potential there might have been in participating in elections, it was nevertheless the case that a very different kind of working-class political power would have to emerge in order to overturn class society. Within this structure, contemporary socialists have aspired to reproduce the history of the mass working-class political parties: garnering votes, aspiring to enter the state. In short, despite the fact that the very notion of a Communist Party entering the state seems unimaginable, when and if they succeed, contemporary socialists will eventually confront the problem of the form of political power that will be required for structural transformation. It wasn’t just the party that was in crisis. Extraparliamentary social movements had a prospect of overcoming bureaucratic ossification and reorienting the parties in a revolutionary direction. But movements were also in crisis. Movements leave an “active sedimentation” in society and its institutions “at the molecular level,” as Rossanda put it. They are that part of society which “transforms itself, calls for change, assembles and gathers people together.” Yet the movement, Rossanda reminds us, “does not last”; its “dramatic and destructive ebbs are as important as the sedimentations it creates.” Movements leave an “active sedimentation” in society and its institutions “at the molecular level,” as Rossanda put it. They are that part of society which “transforms itself, calls for change, assembles and gathers people together.” Yet the movement, Rossanda reminds us, “does not last”. There were, furthermore, important historical shifts at work as Rossanda was writing. Until the mid-twentieth century, Rossanda argued, movements “arose from sudden bursts from the margins of society” but were then “predisposed to become a party or merge with an existing party.” In this sense they provoked a transformation in the state which also generally represented their absorption into the existing institutions. Yet the new movements of the 1970s did not operate according to this logic. They “tended to express subjects and needs that the dominant social bloc, namely the parties and the state, could no longer absorb in a timely manner without abnegating itself.” The movements did not institutionalize themselves, either by building new institutions or by entering existing ones, either because they were not capable of achieving this or simply did not aspire to, and without articulating a project or alternative, they “withered,” and the existing power structures solidified in response. In Italy the parties were incorporated into the increasingly repressive state—the Italian Communist Party itself playing a leading role in repression of autonomous movements—and capital succeeded, by the late ‘70s, in breaking the power of labor. Even if the parties and unions had operated as a force of containment and absorption into bourgeois parliamentarianism, their mass membership also functioned as a political anchor, so their crisis was also the crisis of the movements. As they went on the retreat, movements fell prey to a general social anomie and atomization. Here I must beg your patience in referring to a dense and lengthy passage which provides the key formulation: A diffuse politicization remains, skeptical in regards to the left if not openly hostile, as does an intense depoliticization, a kind of active negation. The “movements” are no longer “movements” (which would suggest that they are only movements insofar as they retain the implicit hope for a way out or transfer to other “forms of politics,” or a certain trust in the permeability of the institutional network which has disappeared today). They are becoming fevers, “latencies,” partial cultures or subcultures, acting creatively but molecularly, contradictorily. Rossanda is pointing us here to the molecular level of depoliticization: not the macroscopic, historical scale that is the condition resulting from the end of a historical mode of politics, but the immediate, on-the-ground level of practical activity of the movement’s participants. What she calls the “diffuse politicization” of the movements is oppositional to the existing society. But in their fragmentation, the movements no longer move from the margins into the institutions. As Rossanda had argued of movements in the first half of the 20th century, this shift into the institutions had a dual character: the existing institutions neutralized these oppositional bursts from the margins, while at the same time also necessarily being transformed by them. While the autonomy of the emerging movements may have circumvented this neutralization, they also did not find a new way to compel the institutions to resolve the problems raised by their revolt, refusal, and demands. Now the movements came to exist as latencies alongside the sturdiness of the institutional order, and this order appeared to take on a despotic permanence. Rossanda’s insight into the complex relations between class and party, party and movement, remain crucial for socialists today who ask themselves: how should we organize? Endings & Beginnings In this essay, I have meant exhaustion in three senses. The first, at the level of the immediate practical activity of the militant, is the waning of the political capacity for commitment or the devolution into factionalism. The second, at the level of the political sequences within which militants act, is when an existing historical mode of politics comes to an end and a new one is not yet apparent. The third, at the level of history, is the condition which results from the seeming impossibility of political sequences of a scale and depth comparable to the 20th century revolutions. Does exhaustion constitute a period of history, an “age”? Periodization is tricky. All periodizations are schematic. It is extremely complicated to determine how the logical relationship between categories is aligned with a certain period of time, especially for events so tumultuous that they constantly defy interpretation. Though this may seem counterintuitive, periodization at its best does not exactly identify periods, within which every phenomenon expresses the totality in a particular stage of development. Rather, it provides specific and distinct descriptions of uneven and structurally interrelated processes, which have moments of rupture and discontinuity. There are thus interwoven threads throughout these periods, untimely divisions and amalgamations. Those of us living through a period between sequences which announce shared reference points for a global political subjectivity can choose between being faithful to the emancipatory project and the various forms of capitulation to exhaustion. In trying to revive politics, exhaustion overwhelms us: the closure of revolutionary history, the unavailability of the forms, resources, and means which might be utilized in its continuation, an unhealthy relationship to past failures. With this we are all exhausted. What we are left with are simply various forms of pseudo-politics. There are three such pseudo-political sensibilities: adjustment, which claims to advocate for adjusting the existing reality, but actually enjoins us to adjust ourselves to it, on the basis of convenient normative principles (democracy, even socialism); personalization, the reduction of politics to individual behavior and identity, determined by a range of categories to which a person might be said to belong; and pragmatism, which dictates that since it will not get better, you must unencumber yourself of principles. In the interval the choice is not easy. Perhaps more dangerous than resignation in the face of exhaustion is to perform the rituals of depoliticization. Consider how these sensibilities are practiced. First, adjustment appears in the condescending rejection of any organizational process which does not have the state as its object. It generally means that an aspiring bureaucracy closes ranks and insists that all other political practices should be dropped every few years when, as Marx put it long ago, the people are permitted to decide which member of the ruling class will misrepresent them in parliament. Experiments, necessary for any process of organizational invention, are ridiculed and dismissed in comparison to an ideal model which exists nowhere in reality, but which we are assured is the only practical solution. The stubborn repetition of norms, both political and social, guarantees the despotism of the model. Walter Benjamin recounted what he called a Hasidic saying (but which he actually heard from his friend Gershom Scholem), that when the messiah comes, the world will be just as it is now, “only a little bit different.” From the perspective of adjustment, it will not be even a little bit different. Second, personalization operates the reduction of politics to interpersonal relations, resulting in factionalism and conformism. Factionalism and conformism are not unusual in the history of politics, even emancipatory politics, but today they happen without the processes of total social upheaval that framed them historically. As a result, individuals and groups act like states without achieving any substantive change, enforcing unwritten laws with informal social punishments. In the place of the aspiration for structural transformation there is the centering of politics on the person, on the person of the adversary, whose offensive proclamations and style of speaking may provide the opportunity for a self-satisfied disgust, insofar as our experiences and self-designations are seen as spontaneously political rather than themselves the construction of political procedures. Third, pragmatism is the most widespread sensibility among intellectuals, from the media to the academy, who adopt political language but drain it of any idea, and laugh at those who have the courage to believe that a truly political idea is worth defending. As Alain Badiou puts it, the imperative of capitalism, “get rich!,” today translates into: “Live without an Idea!” Even in the pages of our most traditional newspapers, no less than in what Byung-Chul Han calls the “shitstorms” of social media, we can read condemnations of oppression and privilege, we can see debates over the abolition of our society’s most violent institutions, we can rejoice at the toppling of the latest petty tyrant with the misfortune of being randomly exposed. Yet if we were to don the fabled sunglasses of They Live! , we would read, in bold and colossal type: “Live without an Idea!” These sensibilities correspond in certain respects to different political tendencies, but they also fuse and intermingle in various ways. In social movements, forms of organization, whether they are bureaucratic or horizontalist, frequently revolve around the persons who lead or represent the movement. Competitions between factions, the decisions about which persons will occupy the positions of leadership, displace debates over strategy and program; activists are required to perform lengthy confessions of their privilege instead of recruiting new members (who are almost universally repelled, entirely justly, by such religious procedures); and purges and expulsions are performed to cleanse and redeem the community, instead of fostering environments which encourage free and open discussion. If we were to don the fabled sunglasses of They Live! , we would read, in bold and colossal type: “Live without an Idea!” All depoliticization leads back to the state, and its rituals, no matter how molecular, only enforce its hegemony. In periods of the intensification of opinion, of the back and forth which is not genuinely political, the greatest temptation is withdrawal—to maintain the conviction that a genuinely emancipatory politics is necessary, to recognize that it has taken place in the past, but then to conclude that it will not take place again. It is difficult to dictate to others whether it is better to enter the fray of opinion or withdraw into the isolation of one’s bunker. And indeed, I have no political prescription to make. I am unable to conclude with a clarion call, to rally new energies to a resurgence of politics. But this is not because I view emancipation as illusory, inherently flawed, or doomed to failure. In reality, it has been exhausted, in a way that perhaps we are still unable to fully comprehend. In the absence of events which inaugurate a thorough break with the existing order, I can only try to remain faithful, to the extent that my energies allow, to the emancipatory statements that Wamba articulated: that people think, that they may live differently than they do, and that politics is the creative invention which says: let us do something about the situation! And the questions which immediately follow these statements are: what are the conditions for emancipatory politics to exist? What are the militant forms of thought which make it possible for masses of people to make a subjective break from the existing state of things? What are the sites of politics which allow us to take a distance from the state, and how do we prevent politics from being reduced to the state when a political sequence comes to an end? The energies for fidelity, however, do not remain stable in our turbulent reality. A kind of ordinary steadiness, perhaps, can be drawn from Rossanda’s analysis of the organizational processes underlying these conditions. If depoliticization overwhelms us, it is not a matter of historical necessity, but of everyday relations, of the way we organize our relations to each other in the process of organizing politically. From the working class to the new social movements, from unions to assemblies, there is the patient work of building collectivities that last and the sober analysis of the exigencies of organization. And once again, many questions: what will fill the empty space left in history by the party? How can movements avoid neutralization while still compelling the transformation of existing institutions? What can prevent movements from being consigned to the margins, where they watch power solidify and harden? I remain convinced by these insights, but it would be a mistake to pretend that we have answers to the questions that follow. False certainties do not result in correct actions, and we gain little from arranging our ideas in such a way as to give ourselves the gift of optimism. Exhaustion, perhaps, is not eternal; we have no evidence to conclude that it is. But as capitalism, in its automatic and impersonal nihilism, accelerates its exhaustion of the planet, and the rituals of depoliticization foreclose the declaration of any political idea, there appears almost to be a nobility in withdrawal. And yet, this appearance is illusory, because one of the few truly meaningful questions in an otherwise meaningless and mediocre existence is this: what can we do about the situation? Answering that question means reckoning seriously, and disturbingly, with exhaustion. - The Cost of Risk in Bombay’s Film Industry
Since Manto's time, screenwriters have been battling studios that prioritise commercial interests, political imperatives, and profits over original, meaningful storytelling. SWA, the trade union for screenwriters, is at the frontlines of screenwriters chafing against the inequalities and wage theft that stifle artistic expression in Bombay's film industry. THE VERTICAL The Cost of Risk in Bombay’s Film Industry Nihira Since Manto's time, screenwriters have been battling studios that prioritise commercial interests, political imperatives, and profits over original, meaningful storytelling. SWA, the trade union for screenwriters, is at the frontlines of screenwriters chafing against the inequalities and wage theft that stifle artistic expression in Bombay's film industry. Saadat Hassan Manto, a luminary of Urdu literature, once embarked on a hunger strike. It was the early 1940s, and the writer was working for one hundred rupees a month under the Bombay-based film director and producer Nanubhai Desai . Manto asked Desai for pending wages and additional money to rent out a flat for his new bride and himself. Desai refused, and Manto resigned. In an essay on the film critic Baburao Patel, Manto wrote about the beginning of his hunger strike on the steps of Desai’s production studio. Later, with Patel’s help, he recovered a little more than half of his pending dues. The pay seemed too meagre for too little in return, with many of Manto’s scripts never even making it to production because of their radical nature. This isn’t just a story from a time when critics had enough muscle in the industry to wrestle producers into paying writers. It is also a story of precarity. It depicts the tenuous relationship between screenwriters and the screens they write for, neither of which are unique to Manto’s career nor an artefact of the past. This disempowerment is the reason why contemporary films feel ill-equipped to respond to urgent questions. Current industry conditions resemble that of the 1940s: financial backing for subversive cinematic concepts is hard to come by, especially without a major star. In a decidedly censorial political climate and hostile communal environment, writers increasingly face complicated legal and social backlash. Creativity is not incentivised. It’s a liability. The lack of creativity present in Bombay talkies during Manto’s tenure did not go unnoticed. Around the time of his hunger strike, the leading film magazine FilmIndia published a hit piece on the standardised format of Bombay cinema. It denounced “Indian screenwriters” as carrying “little originality” and producers as lacking “imagination completely.” An article edited by Baburao Patel declared that producers “imitate others too often.” For example, the “sensational success” of Pukar (1939) gave way to period dramas and historical fiction, and the popularity of Leila Majnu (1945) enabled the “rise of an epidemic of new love themes.” If a particular genre worked, the industry would churn out movies of the same cut until the fad petered out and a new concept supplanted it. Creative risks were scarce and, at best, sporadic. One could say the same of Bollywood today. With Dabangg (2010), a blockbuster peddling nationalist police propaganda, came a flurry of others like Singham (2011) and Simmba (2018). Hit sports biographical films like Bhaag Milkha Bhaag (2013) encouraged movies like Mary Kom (2014) and Dangal (2016). But what FilmIndia failed to highlight, like many other critics at the time, was the seeming inability of screenwriters to write meaningful scripts. Critics failed to connect Manto’s hunger strike to writers’ limitations in exploring their creativity. Production pressures, the absence of collective bargaining, and precarious working conditions kept writing stagnant. One organisation is gradually rebuilding collective strength despite entrenched resistance from the film industry’s top brass. The Screenwriters Association (SWA) , a formally registered trade union since 1960, represents more than 57,000 Indian screenwriters who work throughout the film industry. The union handles copyright protection, legal disputes about fair compensation, and more. Though it may not have been a vehicle for collective bargaining in the past, SWA may finally become a force to be reckoned with. Apart from its ongoing struggle for labour protections, the union has strived to become a space for mentorship. Public script labs, for instance, nurture new relationships that address inadequate diversity—especially caste—when it comes to who is allowed to write the films that make it to the floor. Anjum Rajabali, SWA’s Executive Committee Member and the renowned screenwriter of The Legend of Shaheed Bhagat Singh (2002) and Raajneeti (2010), is a major driving force for the union’s efforts. According to screenwriter Darab Farooqui, screenwriters “are all following his lead.” Rajabali is generous with his time, accepting interview requests from airports amidst ongoing health issues. His commitment to building the union is clear. The intensifying struggle for screenwriters’ protections resulted in the Minimum Basic Contract, which raised questions about whether screenwriters can be recognized as workers and the rights that should be afforded to them. Though film industries are subject to intense content regulation, they lag far behind in enforcing labour mandates. SWA’s proposed contract highlights the asymmetric dynamic between writers and production studios and pushes for major changes. In 1951, India’s first Film Enquiry Committee published a searing investigation into the conditions of cinema industries across the country. The report largely agreed with FilmIndia that “the creative activity of production” is too dependent on commercial requirements and lamented that writers end up “unknown even if they are competent.” An unnamed producer admitted to the committee that “we are trying to sell to the public something in a package.” The committee proposed separating financial investments from innovation but it was never implemented. Bombay studios continued to prioritise profit and loss, a calculation in which screenwriters had little to gain. The industry remains dominated by those who want to sell movies and those who can mobilise significant funds for its package deals. Bollywood’s highest-grossing productions released last year shored up combined investments of nearly 2,000 crore Indian rupees. Yet, a new survey has brought to light the intensity of wage depression felt by screenwriters. The 2,000 crore cake cuts only the thinnest sliver for the storytellers who bring in its base ingredients. Saiwyn Quadras, an SWA member and the writer who helmed films like the Priyanka Chopra-starring Mary Kom , shares that “non-payment of dues is a big thing. It happens to me even now.” Seasoned screenwriter and director Hitesh Kewalya says: “When you come to a city like Bombay as a young writer, you have to earn a livelihood. So, you take up two to three projects at the same time. Out of those, only one might actually happen. Even then, you might not get paid fully. It becomes a vicious cycle, and you end up exhausted.” Kewalya, with more than 25 years of industry experience and two hits to his name, including Shubh Mangal Savdhaan— one of the first explicitly queer Bollywood rom-coms—says the industry doesn’t encourage creativity. “It's like running on a treadmill, and if you're lucky enough, you might manage to pay your bills.” One key tactic deployed by studios is the percentage model. Scripts are evaluated on a per-draft basis, with pending dues for works in progress. This means huge portions of a writer’s income are dependent on producers’ approval of unfinished screenplays. As with film industries elsewhere but arguably at a larger scale, producers gauge scripts based on their perception of the content’s potential popularity and arbitrary predictions on the return on investment it would generate. It does not, however, provide any guarantee for writers’ wages. “You won’t know if a story works until you write it, and many times you don’t get to write the whole story,” Rajabali shares. How can a writer take risks with a script if their dues are tied up in its incomplete versions? If a script is rejected before completion, the writer may receive up to a third of their owed wages regardless of their efforts—which are not always translated onto the page. The work of writers is treated as disposable. Far more scripts get shelved than made. As a result, the union has demanded a minimum compensation of 12 lakh rupees for the delivery of the story, screenplay, and dialogue, along with mandatory credits for any screenwriter who has written at least a third of a script. These problems exist even in contracts with multinational corporations like Amazon Prime Video and Netflix, which together constitute a 35% audience share amongst OTT platforms active in the subcontinent. Quadras says that international entities, much like their domestic counterparts, view Indian writers as a “source for cheap labour.” Thus, the SWA’s call for work stoppage on American projects during the WGA strike was more than a show of solidarity. It signalled a pressing need to transform screenwriters’ relations with Indian subsidiaries of global streaming services and production studios like Lionsgate India and Disney+ Hotstar. According to Rajabali, contracts with foreign and domestic studios often come with a clause prohibiting screenwriters from consulting with or approaching the union. These clear attempts at union-busting mirror those of Hollywood’s Alliance of Motion Picture and Television Producers (AMPTP). The material connections between working conditions and labour resistance internationally, and the possibilities both engender for domestic cinema workers, are rife. There is little information on how WGA’s win could impact foreign subsidiaries held by AMPTP-associated companies. But the SWA believes at least a precedent has been set, and its proposed Minimum Basic Contract is geared towards leveraging this historic moment. Even the wrong colour can mean the death of a film in the current Indian context. Where some film workers believed streaming studios to be a window of freedom, recent Central regulations have pulled the blinds on that. Netflix’s cancellation of Dev Patel’s Monkey Man (2024) and the film’s removal of saffron, a colour popularly associated with the ruling Bharatiya Janata Party (BJP) led by Narendra Modi, has not improved the film’s chances of being released in the country. The Tamil film Annapoorni (2023) elicited legal cases from two right-wing outfits based in Bombay for “hurting religious sentiments of Hindus” and led to its removal from Netflix’s India catalogue. The list of films officially and unofficially banned from being shown in cinema halls in different Indian states at the behest of right-wing political and vigilante outfits is even longer. There is justified fear, then, that government regulation could come to be a double-edged sword. It could work towards alleviating unfair labour practices, but it could also expand the broader pattern of state-sponsored Hindutva agendas. SWA is drawing contingency plans through the Minimum Basic Contract for these overtly political acts. Their proposal demands the removal of contract clauses that shift the responsibility away from producers and onto writers. Currently, producers are guarded against legal, political, and religious backlash, while writers are provided little to no protection from their employers. “Let’s say there’s a scene that shows a fight outside a temple. The studio’s lawyers will tell you to change it. Contractually, the writer is either obliged to change it or risk bearing the consequences on their own head. This is a clause we have to fight,” says Quadras. “And for that, we need collective negotiating power.” But most mainstream Hindi films today happily toe the government line, much as they did in another era of censorship: the Emergency. In June 1975, as a response to increasing worker agitations, internal problems in the Congress party, and legal challenges against her election, India’s two-time Prime Minister Indira Gandhi enacted a state of Emergency. State and national elections were suspended, dissidents were arrested, and trade union actions were brutally repressed. People trapped in poverty were forcibly sterilised. Hundreds of thousands were displaced. Bombay cinema, amongst other industries, was unabashedly censored. Scholar Ashish Rajadhyaksha notes that conditional investments made by the Film Finance Corporation (now known as National Film Development Corporation ) during the early ‘70s petered out immediately after the Emergency. The state deepened its interests in media apparatuses and pursued a policy of highly restrictive censorship, impeding new-wave efforts like Mrinal Sen’s Bhuvan Shome . In Bombay, creative risk fell to the wayside and narratives critical of the public and private nexus vanished. The angry, young man, especially as personified by Indian actor Amitabh Bachhan, represented a specific kind of radical, working-class man, was retired from films. Instead, characters like the fantasy shape-shifting woman-cobra in Naagin (1976) and mythological warriors like those in Dharam Veer (1977) appeared in its place. Gandhi’s government bureaucratically chopped political satires or outrightly banned certain movies . Half a century later, the pattern repeats, albeit this time with a distinctly communal spin. The bulk of Hindi films released today consist primarily of majoritarian propaganda , safe’ biographical , mythological, or period movies . Creative and political risk has been rendered almost non-existent, but making choices that could be seen as either adhering to or being silent on the Hindutva narratives have not protected Bollywood from conservative calls for boycotts. Adipurush (2023), a film on the epic Ramayana , created by the self-proclaimed Hindu nationalist screenwriter Manoj Muntashir, elicited right-wing criticism and flopped upon release. Similarly, actress turned BJP politician Kangana Ranaut’s Hindi language film, Tejas, and Tamil language film, Chandramukhi 2 , did not muster enough to balance their budgets. Hindutva’s poster boy Akshay Kumar was also unable to bring supremacists to purchase tickets for Ram Setu (2022), an archaeological action film seeking to prove the existence of Ramayana , which prolific film critic Namrata Joshi has labelled as “a show of Hindu victimhood.” The race to appease Hindutva groups seems to be an unwinnable one. Still, some in the industry refuse to abandon the race. Despite the overwhelming web of financial and political struggles, screenwriters like Rajabali, Kewalya, and Quadras march on, and younger aspirants continue to join their ranks. “I am a storyteller. I don’t know how to do anything else,” says Kewalya. What can a screenwriter do? Where can their stories go? If such forces continue to helm decision-making, what becomes of creative integrity and freedom? Is the Hindi film industry doomed to creating “products” or “packages”? Can it transcend its confines? Can it deliver necessary stories—ones with substance, original voices, and honesty? The SWA might be slow-paced, but it is determined. It does not shy away from challenging the power dynamics that currently exist—on and off-screen—and it might just be the most hopeful response to the industry’s continued prioritisation of profit over people. Manto’s creative descendants have come a long way from striking at the steps of a studio.
